Harry Reid States the Obvious

On the heels of a horrific day of death in Iraq yesterday, the leader of the Democratic majority in the US Congress, Senator Harry Reid, came out and plainly said what is on the minds of many: that the war in Iraq "is lost" and a US troop surge is failing to bring peace to the country.

"I believe ... that this war is lost, and this surge is not accomplishing anything, as is shown by the extreme violence in Iraq this week," Reid told journalists.

Reid also told the reporters he told his feelings to US President George W. Bush on Wednesday, when the president met with lawmakers to negotiate on the emergency war funding bill.

"I know I was the odd guy out at the White House, but I told him at least what he needed to hear ... I believe the war at this stage can only be won diplomatically, politically and economically." LINK

Gonzales Grilled by Senate Panel
April 19 (Bloomberg) -- Senators of both parties challenged U.S. Attorney General Alberto Gonzales's candor about the firing of eight U.S. attorneys and questioned his fitness to remain in office.

Members of the Senate Judiciary Committee subjected Gonzales to a rapid-fire barrage of questions that demanded detailed explanations of the firings and his role in them. The controversy has triggered calls from lawmakers in both parties for his removal. President George W. Bush has stood by Gonzales, saying he has confidence in him.

``We have to evaluate whether you are really being forthright,'' said Pennsylvania Senator Arlen Specter, the panel's top Republican. ``Your characterization of your participation is significantly, if not totally, at variance with the facts.''

Gonzales said he couldn't remember when he approved the firings and conceded that he relied almost solely on the advice of top Justice Department officials who reviewed the performance of U.S. attorneys. Nor could he recall a Nov. 27 meeting where other Justice Department officials say the plan was approved, the attorney general said.


``How can you be sure you made the decision?'' said Senator Patrick Leahy, the Vermont Democrat who heads the panel. LINK

Baghdad Bombings Kill 157 in Worst Violence Since U.S. `Surge'
April 18 (Bloomberg) -- Car bombings in Baghdad killed at least 157 people in the worst violence in the capital since the U.S. military began a troop ``surge'' two months ago aimed at ending attacks.

A car bomb at a market in the mainly Shiite Muslim district of al-Sadriyah killed at least 127 people and wounded more than 100 others, President Jalal Talabani's Patriotic Union of Kurdistan said in a statement on the party's Web site. The same market was targeted on Feb. 3. in a suicide truck bombing that killed at least 130 people and injured 305.

President George W. Bush ordered almost 30,000 more soldiers and Marines to Iraq to join Iraqi troops to bring security to the capital and the neighboring western province of al-Anbar. The violence has included sectarian attacks by rival Shiite and Sunni Muslim factions and the targeting of coalition and Iraqi forces by insurgents.

Earlier today, a car bomb killed at least 30 people near an Iraqi army checkpoint in the Shiite Sadr City area in eastern Baghdad, Talabani's party said.

Another car bomb in the central Karrada district killed nine people and wounded 15, Iraqi security forces spokesman Brigadier Qasim Ata told state television.

Four police officers and three civilians were killed in separate car bombings in the center and on the western outskirts of Baghdad, Agence France-Presse reported.

In southern Iraq today, National Security Adviser Mowaffaq al-Rubaie said the country's forces will assume control of all 18 provinces by the end of the year. LINK

Bush to attend Virginia Tech Service
WASHINGTON -
Laura Bush will attend Tuesday's convocation at Virginia Tech to remember those affected by the deadliest campus violence ever in this country.

After the shooting on Monday, Bush expressed shock and sadness over the more than 30 people who died on the campus. The White House confirmed on Tuesday morning he and Mrs. Bush would travel to the university in Blacksburg, Va., to attend the afternoon convocation.

"Schools should be places of safety, sanctuary and learning," Bush said Monday in reaction to the deaths. "When that sanctuary is violated, the impact is felt in every American classroom in every American community."

Bush Wants a 'War Czar'
WASHINGTON (CNN) -- White House aides, with U.S. President George W. Bush's blessing, are actively trying to hire a new point person to help pilot the wars in Iraq and Afghanistan, an administration official told CNN.

"There's an urgency to get this done," the official said, in referring to the administration's new security plan for Iraq. "Implementation and execution are critical now."

The "war czar" would report directly to Bush with the power to tell Cabinet secretaries what to do -- and yet have the diplomatic skills not "to use that tone of voice," the official said. (Watch why the proposal has drawn critics Video) LINK

Wolfowitz in Hot Water at World Bank
WASHINGTON, April 12 — Paul D. Wolfowitz’s tenure as president of the World Bank was thrown into turmoil on Thursday by the disclosure that he had helped arrange a pay raise for his companion at the time of her transfer from the bank to the State Department, where she remained on the bank payroll.

In a chaotic day of revelations and meetings at a normally staid institution, Mr. Wolfowitz apologized for his role in the raise and transfer of Shaha Ali Riza, his companion, to a few hundred staff members assembled in the bank building atrium, only to be greeted by booing, catcalls and cries for his resignation.

Earlier, the bank’s staff association had declared that it was “impossible for the institution to move forward with any sense of purpose under the present leadership.” The association had helped spearhead an investigation into Ms. Riza’s transfer and raise, details of which came into the open in the last 24 hours. Bush Makes Another Plea for War Cash
U.S. President George W. Bush issued an impassioned plea to Congress on Monday for emergency cash to boost efforts in the Middle East.

In an emotive speech, Mr. Bush said the consequences of failure in Iraq “would be death and destruction in Iraq” and in the United States.

“Congress needs to put partisanship on hold. Send me an emergency spending bill that I can sign that gives our troops the support they need and gives the commanders the tools they need to complete this mission,” Mr. Bush said.

The call came on the same day that England distanced itself from Mr. Bush's “war on terror” mantra.

British International Development Secretary Hilary Benn rejected the phrase “war on terror” while speaking at the Centre for International Co-operation think tank in New York.

“In the U.K., we do not use the phrase ‘war on terror' because we can't win by military means alone, and because this isn't us against one organized enemy with a clear identity and coherent set of objectives,” he said.

“What these (terrorist) groups want is to force their individual and narrow values on others, without dialogue, without debate, through violence. And by letting them feel part of something bigger, we give them strength.”

But that is far removed from the picture Mr. Bush painted from the White House, where he referred to the Sept. 11, 2001, attacks and warned of dire consequences if Congress does not issue him a bigger war chest.

Surrounded by families of veterans, Mr. Bush sought to set expectations for his meeting this Wednesday with congressional leaders of both parties. LINK

Gunman Kills 32 People (then himself) at Virginia Tech
BLACKSBURG, Va. — A gunman massacred 32 people at Virginia Tech in the deadliest shooting rampage in modern U.S. history Monday, cutting down his victims in two attacks two hours and a half-mile apart before the university could figure out what was going on and get the warning out to students.

The bloodbath ended with the gunman committing suicide, bringing the death toll to 33 and stamping the campus in the picturesque Blue Ridge Mountains with tragedy, perhaps forever.

"I'm really at a loss for words to explain or understand the carnage that has visited our campus," Virginia Tech President Charles Steger said.

He was also faced with difficult questions about the university's handling of the emergency and whether it did enough to warn students and protect them after the first burst of gunfire.

Investigators offered no motive for the attack. The gunman's name was not immediately released, and it was not known if he was a student.

Wielding two pistols, the gunman opened fire about 7:15 a.m. at West Ambler Johnston, a coed dormitory, then stormed Norris Hall, a classroom building on the other side of the 2,600-acre campus, chaining the doors behind him to keep anyone from escaping.

Two people died in a dorm room, and 31 others were killed in Norris Hall, including the gunman, who put a bullet in his head. At least 26 people were hurt, some seriously. LINK

Ministers Loyal to Al-Sadr Quit Iraq's Parliment
Cabinet ministers loyal to radical cleric Muqtada al-Sadr quit the government Monday, severing the powerful Shiite religious leader from the U.S.-backed prime minister and raising fears al-Sadr's Mahdi Army militia might again confront American troops.

The U.S. military reported the deaths of seven more American service members: three soldiers and two Marines on Monday and two soldiers on Saturday.

In the northern city of Mosul, a university dean, a professor, a policeman's son and 13 soldiers died in attacks bearing the signs of al-Qaida in Iraq. Nationwide, at least 51 people were killed or found dead.

The political drama in Baghdad was not likely to bring down Prime Minister Nouri al-Maliki's government, but it highlighted growing demands among Iraqi politicians and voters that a timetable be set for a U.S. troop withdrawal - the reason al-Sadr gave for the resignations.

The departure of the six ministers also was likely to feed the public perception that al-Maliki is dependent on U.S. support, a position he spent months trying to avoid. Late last year he went so far as to openly defy directives from Washington about legislative and political deadlines.

In an appearance with families of military veterans, President Bush said he had spoken with al-Maliki. "He said, 'Please thank the people in the White House for their sacrifices, and we will continue to work hard to be an ally in this war on terror,'" Bush said.

White House deputy press secretary Dana Perino said al-Sadr's decision to pull his allies from the 37-member Cabinet did not mean al-Maliki would lose his majority in Iraq's parliament.

"I'd remind you that Iraq's system of government is a parliamentary democracy and it's different from our system. So coalitions and those types of parliamentary democracies can come and go," she said. LINK

Bush Invites Democrats to Talk, but Not Negotiate, About the Iraq Funding Bill
WASHINGTON — Two weeks after congressional Democrats invited President Bush to negotiate over timetables for withdrawing troops from Iraq, the president issued his own invitation Tuesday "to meet with me at the White House."

But he made it clear that he wouldn't compromise.

"At this meeting," Bush said in a speech at American Legion Post 177 in Fairfax, Va., "the leaders in Congress can report progress on getting an emergency spending bill to my desk. We can discuss the way forward on a bill that is a clean bill, a bill that funds our troops without artificial timetables for withdrawal."

Democrats didn't phone the White House for an appointment.

"I … prided myself on being a pretty good lawyer," Senate Majority Leader Harry Reid (D-Nev.) told reporters half an hour after the president's speech. "I've settled lots and lots of cases. But you never settle a case going in saying, 'You can come and meet with me, but here's what the result's going to be before we meet.' That doesn't work." LINK

Gingrich Drops Skepticism on Global Warming
But he and Kerry differ on solutions

WASHINGTON -- In a Capitol Hill debate about global warming touted by its moderator as a "smackdown" between former House speaker Newt Gingrich and Senator John F. Kerry of Massachusetts, Gingrich praised Kerry's recently released book about environmentalism, acknowledged that global warming is real, and offered what amounted to an unexpected apology for his party's inaction on curtailing greenhouse gas emissions.

"I'm not going to stand up here and defend our failure to lead," said Gingrich, who is considering a run for the Republican presidential nomination in 2008 and plans to release a book in the fall burnishing his environmental credentials. "There has to be a green conservatism."

The standing-room-only debate, staged yesterday in an ornate Senate hearing room, offered an indication that even diehard conservatives like Gingrich, who stepped down as speaker in 1998, are abandoning their skepticism on global warming. As recently as two years ago, Gingrich ridiculed the notion that humans are causing the earth to warm, but yesterday he said the evidence was "sufficient."

"We have now passed the tipping point of that argument," he said yesterday. The former Georgia congressman even allowed that he agreed with "about 60 percent" of "This Moment on Earth," a recently published book Kerry co wrote with his wife, Teresa Heinz Kerry. LINK

16 US Soldiers Wounded in Iraq Today
BAGHDAD - A raging, daylong battle erupted in central Baghdad on Tuesday and four Iraqi soldiers were killed, 16 U.S. soldiers were wounded and a U.S. helicopter was hit by ground fire in the fiercest fighting since a massive security crackdown began in the capital two months ago.

Sixty miles to the north, in the mostly Sunni city of Muqdadiyah, a woman with a suicide vest strapped beneath her black robe blew herself up in the midst of 200 Iraqi police recruits. The attack killed at least 16 men waiting to learn if they had been hired.... violence continues to flare periodically in Baghdad and has risen markedly in nearby cities and towns....

Several blocks from the battle, a rocket slammed into a schoolyard basketball court, killing a 6-year-old boy. AP Television News videotape showed children's backpacks and books still open on classroom desks, covered with shattered glass and debris. Blood was pooled on the dusty tile floor....

The resumption of violence was in stunning contrast to Monday, when a 24-hour driving ban left the capital eerily quiet on the fourth anniversary of its capture by American forces. LINK

Pentagon's Own Records Show No Link Between Iraq and Al Qaeda
Captured Iraqi documents and intelligence interrogations of Saddam Hussein and two former aides "all confirmed" that Hussein's regime was not directly cooperating with al-Qaeda before the U.S. invasion of Iraq, according to a declassified Defense Department report released yesterday.

The declassified version of the report, by acting Inspector General Thomas F. Gimble, also contains new details about the intelligence community's prewar consensus that the Iraqi government and al-Qaeda figures had only limited contacts, and about its judgments that reports of deeper links were based on dubious or unconfirmed information. The report had been released in summary form in February.

The report's release came on the same day that Vice President Cheney, appearing on Rush Limbaugh's radio program, repeated his allegation that al-Qaeda was operating inside Iraq "before we ever launched" the war, under the direction of Abu Musab al-Zarqawi, the terrorist killed last June.

"This is al-Qaeda operating in Iraq," Cheney told Limbaugh's listeners about Zarqawi, who he said had "led the charge for Iraq." Cheney cited the alleged history to illustrate his argument that withdrawing U.S. forces from Iraq would "play right into the hands of al-Qaeda." LINK

US backing 'secret war' against Iran?
The US government has been secretly supporting a Pakistani militant group that has staged a series of deadly attacks against Iran, ABC News reported, citing unnamed US and Pakistani intelligence sources.

The group, known as Jundallah, or "God's Brigade," is made up of members of the predominantly Sunni Muslim Baluchi tribe which inhabits Pakistan's gas-rich province of Baluchestan, as well as neighboring regions in Iran and Afghanistan. In their exclusive report, which aired on Tuesday evening and was posted online on Wednesday morning, ABC News reporters Brian Ross and Christopher Isham said that while the US provides no direct funding, the group has been "secretly encouraged and advised" by the American government since 2005.

U.S. officials say the U.S. relationship with Jundullah is arranged so that the U.S. provides no funding to the group, which would require an official presidential order or "finding" as well as congressional oversight.

Tribal sources tell ABC News that money for Jundullah is funneled to its youthful leader, Abd el Malik Regi, through Iranian exiles who have connections with European and Gulf states. LINK

GOP-issued laptops now a White House headache
Democrats say a private e-mail system was used in violation of federal rules.

WASHINGTON — When Karl Rove and his top deputies arrived at the White House in 2001, the Republican National Committee provided them with laptop computers and other communication devices to be used alongside their government-issued equipment.

The back-channel e-mail and paging system, paid for and maintained by the RNC, was designed to avoid charges that had vexed the Clinton White House — that federal resources were being used inappropriately for political campaign purposes.

Now, that dual computer system is creating new embarrassment and legal headaches for the White House, the Republican Party and Rove's once-vaunted White House operation.

Democrats say evidence suggests the RNC e-mail system was used for political and government policy matters in violation of federal record preservation and disclosure rules.

In addition, Democrats point to a handful of e-mails obtained through ongoing inquiries suggesting the system may have been used to conceal such activities as contacts with lobbyist Jack Abramoff, who was convicted on bribery charges and is now in prison for fraud. LINK

Two Months into the Escelation (Surge)
While the overall death rates for all of Iraq have not dropped significantly, largely because of devastating suicide bombings, a few parts of the capital have become calmer as some death squads have decided to lie low.

But there is little sign that the Baghdad push is accomplishing its main purpose: to create an island of stability in which Sunni Arabs, Shiite Arabs and Kurds can try to figure out how to run the country together. There has been no visible move toward compromise on the main dividing issues, like regional autonomy and more power sharing between Shiites and Sunnis.

For American troops, Baghdad has become a deadlier battleground as they have poured into the capital to confront Sunni and Shiite militias on their home streets. The rate of American deaths in the city over the first seven weeks of the security plan has nearly doubled from the previous period, though it has stayed roughly the same over all, decreasing in other parts of the country as troops have focused on the capital. Nancy Pelosi Meets with Syrian President
DAMASCUS, Syria (AP) — House Speaker Nancy Pelosi said Wednesday that Syrian President Bashar Assad assured her of his willingness to engage in peace talks with Israel.

Pelosi said she and other members of her congressional delegation raised with Assad their concern about militants crossing from Syria into Iraq, as well the Israeli soldiers kidnapped by the Lebanese militant group Hezbollah and the Palestinian group Hamas.

The Californian Democrat spoke to reporters shortly after talks with Assad at the end of a two-day visit to Syria, which the White House has criticized as undermining American efforts to isolate the hard-line Arab country.

She said the delegation gave the Syrian leader a message from Israeli Prime Minister Ehud Olmert whose essence was that Israel was ready to hold peace talks with Syria. LINK

Iranian President Mahmoud Ahmadinejad says 15 British naval personnel captured in the Gulf will be freed.

He repeated allegations that the British sailors and marines "invaded" Iranian waters, but said they would be freed as a "gift" to Britain.

He made the announcement at a news conference, in which he also awarded medals to the commanders who captured the British personnel in the Gulf.

He said the Britons would be released immediately and taken to an airport.

The president is accusing congressional Democrats of meddling in Iraq war policy. Speaking this morning at the National Cattlemen's Beef Association meeting, the president said the consequences of setting a troop withdrawal deadline would be "disastrous."

Counter Punch - Reid Responds to Veto Threat
Senate Majority Leader Harry Reid said Monday he will try to cut off funding for the Iraq war if President Bush rejects Congress' proposal to set a deadline for ending combat...

Bush has said several times he would veto the measure, and Republicans say they'll back him. On Monday, 154 House Republicans sent Bush a letter promising to stick with him in opposition to the legislation.

Mindful that they hold a shaky majority in Congress and that neither chamber has enough votes to override a presidential veto, Democrats are already thinking about the next step after Bush rejects their legislation.

Reid said Monday that if that happens, he will join forces with Sen. Russ Feingold, one of the party's most liberal members who has long called to end the war by denying funding for it. Reid and others have previously been reluctant to propose cutting funding out of fear it would leave troops in the lurch.

As mentioned below, Q1 is the low-hanging fruit. One key nugget, as the data starts coming in (and campaigns don't have to report until the 15th), is how many individual donors each campaign had. I'm willing to bet some correlation between those numbers, and the campaigns who can keep up a strong fundraising pace.
